From a decision of the Central Committee of the All-Union Communist Party (Bolsheviks) Political Bureau

1. Prisoners of war - Ukrainians, Belarusians and soldiers of other nationalities coming from the territories of Western Ukraine and Western Belarus - should be discharged home.

3. Soldiers coming from the German part of Poland should be formed into a separate group of prisoners of war and kept in camps for talks with the Germans and for further decisions concerning their transportation to the home country.

4. A separate camp should be organised for officer POW's. Officers from lieutenant colonel to general inclusive, as well as important state and military officials, should be kept separate from the remaining officers in a special camp (in Starobelsk).

5. Intelligence and counterintelligence agents, military policemen, prison staffers and policemen - should be kept in a separate camp (in Ostashkov).
