I. Entrust the following to USSR's NKVD:
1) The cases of 14,700 persons staying in the camps for prisoners of war, former Polish officers, officials, landowners, policemen, intelligence agents, gendarmes, colonists, and the prison services.
2) As well as the cases of those arrested and staying in the prisons of the western districts of Ukraine and Belarus. 11,000 persons, members of various counterrevolutionary, spy and sabotage organizations, former landowners, factory owners, former Polish officers, officials and fugitives - to examine in a special procedure, and apply the highest sentencing with respect to them - execution by firing squad.
II. The cases are to be examined without summoning those arrested, or informing them of the charges leveled against them, the decision that investigation is closed, or the bill of indictment.
